Standard Sudoku rules are in effect, i.e., every row, column, and 3x3 box must contain the digits 1-9 exactly once each.
Digits in circles are the arithmetic mean of the digits along each of the corresponding arrows. Digits may repeat along an arrow as long as they don't violate Sudoku rules.

It's not totally new, but rarely used. You can find two more Average Arrow Sudokus in the WPF Sudoku Grand Prix 2017, Round 6 (Serbian round).

Hi marcmees, thanks for solving! Average Arrows puzzles are not new, but since the type will be appearing in the DSM qualification round, Realshaggy and I decided to issue a few training puzzles.
