What does this sentence mean? Is the lowest richterscale on the inner circle higher than the highest richterscale on the outer circle? (For example, R4C4 must be greater than R3C6?)
~ Yes that's what it means. If R4C4 would be let's say 6.3, then all the read-outs on the next ring have to be lower than 6.3. I've added a CTC-link with the rings drawn.
Can add CTC links to other puzzles in this series? Other previously uploaded puzzles can also be used (although this is troublesome).

Totally forgot the "Read-outs can not be repeated in cages" rule and didn't need it for the solve.
~ For 1 and 2 star solves I don't make a narrow solve path. There are indeed several ways to get there. Besides that, this was the first earthquake and it was an introduction to the concept. More experienced solvers are likely to find a different way to get to 81 digits. The dutch bouldering champion climbs at my gym and skips a lot of the holds on the hardest routes, whereas I am likely to end up rupturing my tendon or falling gracelessly on the floor if I were to try that.

Great idea and fun puzzle! I appreciate that you started with an easy one, but I hope you decide to make more. I think there's a lot left to explore with this concept!
