This one was tough going from start to finish, and the logic is quite fascinating. Maybe someone will create a Factor Whisper sudoku - i. e. not all cells, but only neighbors along a line need to satisfy this constraint.

@Greg Yes, every cell has a neighbour by which one of the numbers is a factor of the other. In other words, every cell has a neighbour which is either a factor or a multiple of it.

Slightly confused by "Integer ratio". Surely every pair of numbers form an integer ratio?
Should I be interpreting it as every cell has a neighbour by which one of the numbers is a factor of the other...?
