Tic-tac-toe Sudoku

Normal sudoku rules apply.
The 9 main 3x3 areas are tic-tac-toe boards and all 9 games must end in a tie.
This means you can't have 3 circles or 3 crosses in a row, not orthogonally and not diagonally.
Odd numbers represent a circle in the tic-tac-toe game; even numbers represent a cross in the tic-tac-toe game.
