Normal Sudoku rules apply. Split the grid into orthogonally connected regions, one for each compass (a cell containing a cross). The digit in the cell above a compass conveys information about the number of cells within the region that lie above the compass, regardless of horizontal position. The other digits work analogously for cells to the right, below and to the left of the compass.

I unfortunately still don't understand the rules. Can someone kindly explain how the numbers 2, 4, 3 and 7 around the compass in the orange region work?

Sure:
There are 2 cells in the region above the 9 (2 and 7).
There are 4 cells in the region to the right of the 9 (7, 4, 6 and 5).
There are 3 cells in the region below the 9 (3, 6 and 5).
There are no cells in the region to the left of the 9, indicated by the 7.
Furthermore, because of the circle, all the digits in this region are different.
