Chaos Construction: Divide the grid into nine orthogonally connected nine-cell regions, and place the digits 1-9 once in each row, column, and region.
Region Sight Clues: Clues outside the grid indicate the sum of the digits between the clue and the first region boundary it sees in its row/column.
(In case clarity is needed, here are some more verbose points: Region boundaries are horizontal/vertical lines on the edges of cells which separate orthogonally adjacent cells from different regions; they don't separate cells from the same region. Clues refer to the digits in their row/column that don't have a region boundary between themselves and the clue.)

Very tricky - not just the cc part, but there were a number of sum conflict and Y-wing type steps that kept cropping up.
