Global entropy: Every 2x2 box must include one low, medium, and high digit (123, 456, 789). The final cell in every 2x2 box may be a 0 or an additional digit from any set.

Md88keys thanks for setting and I'd like to echo War's comment - this was just a really fun puzzle to solve - every little chipping away at what could go where meant there was a great flow of small achievements throughout!

Very fun, wish I could do it again. great coloring, figuring out sets around the 0s placed at the beginning and then eliminating one cell of a color from each of the 3 similar entropic boxes was very clever.

Sublime puzzle! Incredibly hard, but so rewarding to slowly approach the solution. There was a huge adrenaline rush when I placed my first digit after 2 and a half hours! Thanks
