Global Mod 3: Every 2x2 box must have at least one digit from each Mod 3 set (147, 258, 369).
Region Sum Lines: Box borders divide blue lines into segments with equal value (sum of digits on segment).
Different lines may have different sums.

Accidentally got halfway through solving this with global entropy . . .
--Probably that was an easier start until it broke. I had so much trouble finding the ways mod 3 affect blue lines.
