Counting Circles: A digit in a circle indicates the number of circles which contain that digit.
Arrows: The digit in a circle also equals the sum of the digits on each attached arrow.
Digits may repeat on an arrow.

the counting circle problem ALONE makes it level 2.
the irregular structure ALONE makes it level 2.
the constraints TOGETHER make it HARDER, not easier.
