I'm such a klutz, I can't seem to hold on to my puzzles... Big thanks to the CtC discord for testing!
Rules:
Shattered Sudoku: Place the digits 1-9 once each in every current row and column, as well as every 9-cell region.
The puzzle has been dropped, and the regions have shattered into multiple fragments. Each 9-cell region was originally a 3x3 box, and its fragments could be rearranged through translation and rotation to form that 3x3 box. No fragment landed orthogonally adjacent to any other fragment of its original box.
Homing Arrows: Each arrow points to a cell belonging to the same region as the arrow, which is N moves away, where N is the digit placed in the arrow's cell. Arrows may point at cells within their own fragment, and ALL possible arrows have been drawn.

What a spectacular puzzle! The negative constraint worked just brilliantly.

Very fun puzzle. The weird irregular scanning is the hardest part of the puzzle for sure, but every step was really fun. Definitely enjoyed it!
