One lazy band

This is a second puzzle I made as a gift for SamuPiano during the 2024 Secret Satan gift exchange organized by Gliperal. The ruleset is inspired by fabulous Even Small Prime puzzle by FryTheGuy. Big thanks to dumediat (and you too Isaiah) for testing.

Rules (sort of):

A marching band walks orthogonally through Old Sudokugrid city, starting and ending in its headquarters but otherwise never visiting the same place twice.

At any point, at least one of the band's three sections - drum section (indicated by high digits 6, 7, 8 or 9), brass section (indicated by odd digits) and wind section (indicated by primes) - is playing, but the other ones might get lazy and take a break. Luckily though, no section rests for two consecutive city cells along the path.

The given digits represent visitors, who positioned themselves across the city so they can hear the band. They are a bit simplistic, so they are exactly as happy as the combined number of band's sections they can hear in each of the (at most 8) surrounding cells. For example a given 6 with adjacent 7, 8 and 9 on the path would be a perfectly valid visitor (7 counts as all three sections, 9 as two sections - drum and brass - and 8 as only drum section, and 3+2+1=6).

Visitors should never be walked across by the band.

There's also one lazy inequality sign in the city - but that's a story for another time.

This was another fantastic puzzle, and it was a very mind bending and satisfying journey!

It was a pleasure testing this one! It certainly took me out of my comfort zone, but discovering the implications of the rules was a really fun challenge for me.
