FLAKES - A digit on a snowflake indicates the number of cells with larger digits in the four diagonal directions emanating from the snowflake.
PRINTS - Digits increase along footprints in one direction.

Cracking puzzle. Some really neat deductions with the snowflakes, and some surprising ones with the footsteps too. Very nice.
