Killer at large in the fog!

A murder mystery themed puzzle for my first fog of war creation. Hope you enjoy!

Hello detective! It appears the Zodiac killer has risen from the grave and posted this letter to me detailing their identity. Can you crack the code so we can find the Zodiac before they strike again?!
Unfortunately the letter is smudged! Entering correct digits will clean the smudge marks around that cell. No guessing is required.
The killer's cages: The Zodiac only puts non-repeating digits into a cage and they must sum to the clue in the top left. Cage clues are always in the uppermost, leftmost cell of a cage.
Zodiac's row indexers: Cells with a blue background (with INDEX written on them) - The INDEX cell in row X indicates, from the digit in it, the row where X appears in the column.
German Whispers: Two adjacent cells on a green line must differ by at least 5 according to the Zodiac.
