Dutch Flat Mates (Wheels)

Delighted to be this week guest setter for
Dutch Flat Mates, a variant and series made by
Flinty. This one is combining it with one of my favorite constraint,
Wheels! Shoutout to
chameleon for implementing rotatable wheels on Puzzle TV.
Crazy coincidence, me and one other setter, submits Dutch Flat Mates (Wheels) on the same day. That other setter kindly remade the puzzle, and will be revealed soon bringing an awesome puzzle to the series. But for now, hope you enjoy this puzzle!
Rules:
Normal sudoku rules apply.
Dutch Flat Mates: Every 5 in the grid must have a 1 directly above it or a 9 directly below it. It may have both, but it doesn't need both.
Wheels: Digits in a grey circle have to be placed in the same circular order in the four cells that are touched by the circle. The circles might have to be rotated to the correct position by 90°, 180°, or 270°. Digits may repeat on a circle if allowed by other rules.
All wheels must be rotated to the correct position for solution check on Puzzle TV link.

An excellent addition to the series, it's definitely one I wouldn't have thought of using, thank you so much. :)
I also really love the rotate mechanic on Puzzle TV (although maybe not the button placement under the far more intuitive undo/redo arrows, which are the opposite rotation to the button we need to use - haha).
