Normal Sudoku rules apply: You must place the digits 1 to 9 in each row, column, and 3x3 box without repetition.
The grid represents a city covered in fog, where buildings of different heights rise into the sky. Each digit represents a building and its height.
But be careful: in each row, column, and 3x3 box, exactly one building is still under construction, meaning its height is exactly 2 less than its final digit.
When you place the correct digit, the fog clears, revealing all other buildings in the same row or column that have the same or a shorter height. However, taller buildings block the view, so only the buildings up to the next taller one are revealed.
Some of the buildings rooftops are connected by stairs or ladders:
Stairs are marked with a white dot, and the heights of the connected buildings must increase or decrease consecutively.
Ladders are marked with a black dot, and the height of one connected building must be double the height of the other.
Note: Not all possible dots are given.
Can you bring clarity to this foggy city?
