Orbital Sandwich

This puzzle was inspired by Gerhard1963's "Orbit".
- Normal sudoku rules apply.
- Along the blue "Orbital Whispers" line, adjacent digits must have a difference of at least 8.
- Clues outside the grid show the sum of the digits between 1 and 9 in that row or column.
- Digits in cells separated by a white dot must have a difference of 1.
- Digits in cells separated by a black dot must have a ratio of 2:1.
