This puzzle uses a new rule which
Gnubeutel
came up with, which I find very interesting to work with. I don't want to spoil too much, but the rule is a reference to the Mad Magazine Fold-Ins.

Rules:
- Normal Sudoku rules apply.
- Fold-In: The dashed red lines are folded onto each other so that columns 1, 2, 8, and 9 form a secondary grid. In this grid, all rules apply, except that regions and rows do not need to have all digits (it's a 4x9 grid).
- Arrows: Digits along an arrow line sum to the number in the attached circle.
Solution code: Row 1 from left to right (9 digits).
