[TSL][S1T1] Projection Module

This is my entry from round 1 of season 1 of The Skunkworks League, hosted by damasosos92.
In this round, the prompt was to create a puzzle using a given configuration of lines, where all lines must obey the same rule as each other and no other clues aside from given digits may be added inside the grid.
Don't forget to check out the other puzzles from the round. Those that are published here should all have [TSL][S1T1] in the title.
Normal sudoku rules apply.
Modular Lines: Along a teal line, every run of three digits must all have different remainders under division by 3.
Projected Sums: Clues outside the grid give the sum of digits on lines along the direction of the arrow.
Solution code: Row 1 + Column 1
