Digits on arrows sum to the number in the arrows 'head' (double-heads count their digits from left to right as one number).
All arrow heads together form an extra region (in which each digit is different).
Digits separated by a white dot are consecutive.
Digits separated by a black dot have a 2:1 ratio.
Not all possible dots are given.

Ordinarily the head of an arrow is the pointy bit, not the base. That's extremely confusing wording.
