Dutch Whispers: adjacent digits on an orange line have a difference of at least 4.
German Whispers: adjacent digits on a green line have a difference of at least 5.
Region Sum: blue lines are split into sections by region borders, and each section has the same total.
Kropki Dots: cells separated by a black dot are in a 1:2 ratio. Not all possible dots are given.
XV: digits separated by X add to 10, digits separated by V add to 5. Not all X and V are given.
The gray shaded cells are only penguin and have no further meaning.

That's because of a technical issue. I accidentally published it, unpublished it and reactivated it months later. So it never appeared on anyone's "new puzzles" list.
