Ever heard of "Laser Games" ? They're said to be pretty foggy ...
The grid is covered with fog. Placing correct digits clears the fog in the surrounding 3x3 area. No guessing is required.
Circles in the grid are laser emitters. Each laser emitter has a different color, and produces one laser of its color.
Unless specified below, a laser advances in a straight line. A laser stops as soon as it collides with the edge of the grid, another laser or a laser emitter.
The digit in a laser emitter is the first "pivot value" of the attached laser ; every time a laser enters a cell whose digit is greater than the pivot value, this digit replaces the pivot value, then the laser rotates 90°, clockwise if the new pivot value is even, or counter-clockwise if it is odd.

Very nice puzzle and an interesting rule set. I liked the way cells deep in the fog might be deduced, and the direction ambiguity of corners that show up with both ends of the line still hidden by fog.
