Guessing is not required at any point, there are logical deductions to be found in order to clear the fog. The checker expects all outside cells that are part of a given clue to be filled, and all that are not to be left empty.

The rules:

The grid is covered in fog. Placing correct digits will clear the fog from surrounding cells, possibly revealing more clues.

Skyscrapers: Each cell in the grid has a skyscraper, its height is equal to the digit in the cell. Taller buildings obstruct the view of shorter buildings behind it. Digits outside the grid equal the number of buildings visible in the row or column, looking from the clue.

Counting Circles: Every digit N appearing in a counting circle appears N times in counting circles. e.g. if there is a counting circle with a 7 in it, there must be exactly 7 counting circles in the puzzle with a 7 in them.

Killer cages: Digits in a cage sum to the total in the top left corner of each cage. Digits may repeat in cages if allowed by other rules.

Very nice puzzle, but conflict detection on pencil marks didn't work properly for me in random cells (yes, I'm lazy and I don't like scanning the grid)

nice puzzle. a little harder than a 2, but not by much. circles with a fog is devilish.

For an introduction to Skyscraper puzzles, I would recommend actual Skyscraper puzzles.

Very cool puzzle. It's also a great introduction to Skyscrapers, if you're not very familiar with them.
