Sometimes off-by-one

Last puzzle, I got some feedback about the complicated rule I used, so I tried to better myself in that regard. Thanks to the people who pointed that out. I really appreciate the people helping me learn more about the art of setting.
Anyways, I really like the rule set I came up for this puzzle as it makes for some interesting logic in my opinion, I hope you enjoy solving it as much as I did setting it! :D

Rules:
- Normal sudoku rules apply.
- Every box is either a normal box or an off-by-one box.
- In normal boxes, cages sum up to the number in the top left; digits separated by a V/X sum up to their Roman numeral value.
- In off-by-one boxes, the cage sums and V/X sums must be off by one, meaning they are one less or one more.
- Cages and V/X's do not span multiple boxes.
- The grid is partially covered with fog. Correctly placed digits will clear the fog around that cell. No guessing is required.
Solution code: Row 9 from left to right (9 digits).

This concept seemed weird at first, but was quite fun to think through as the puzzle progressed!

Really interesting idea! I think the concept worked well especially with the fog of war mechanic. Very nice flow throughout, I enjoyed it!
