Fog: Part of the grid is covered with fog. As correct digits are placed, the fog will clear from surrounding cells.
Arrows: Digits along an arrow must sum to the number indicated in the circle from which the arrow emerges. Digits may repeat along arrows if allowed by other rules. All arrows in this puzzle have three digits along the shaft. The angle between segments of an arrow shaft is never 90 degrees or less. Arrows do not intersect along shafts.
Kropki pairs: Digits in cells separated by a black dot are in a 2:1 ratio. Digits in cells separated by a white dot are consecutive. Not all dots are necessarily given.

here's how i would do it, and why.
1) An "arrow" is a common object, both as a physical thing, and as an abstract concept. One of the fundamental properties of an arrow is straightness. so we can define a tangent line at any point along the arrow, and the "bending" of the arrow is the DEVIATION from straightness. it should normally be some small value. that must be the default position.
2) this allows the simple statement "no arrow here bends by 90 degrees or MORE".

i don't understand the arrow "bending" rule. clearly, the observed bends violate the rule as stated.

>> We intend that as the angle between legs of the arrow. If you trace the arc between the legs of the arrows shown, that angle is 135 degrees. There are no right turns in the angle shafts, nor do they turn "back on themselves". Thank you for asking; we'll add a clarification, although not sure quite what form that will take!
