Stable and Balanced

The digits in a Sudoku grid represent different building materials for constructing a 9x9 wall, where larger numbers signify stronger but heavier materials. Could we design Sudoku wall that is both stable and balanced?

Rules:

Sudoku: Standard Sudoku rules apply

Stable: Each digit must not exceed the sum of any two digits positioned orthogonally or diagonally below it

Balanced: The sum of any two horizontally adjacent digits must not exceed 11

Black dots connect some digits that are in a 2:1 ratio

Sample 4x4 stable and balanced Sudoku wall: Following the "Stable" rule digit 4 in cell R2C3 is no bigger than the sum of any two of the three digits (3, 1, and 4) bellow it (shown in yellow). Following "Balanced" rule its sum with any of its horizontal neighbours - digits 2 and 1 (shown in green) is no bigger than 6. (Note that max sum is 11 in the 9x9 variant.)
