Normal sudoku rules apply.
Mod-4 Counters: Circled digits indicate how many of the up to 9 cells surrounding the circle (including itself) have the same value modulo 4 as itself. E.g., a circled 2 would count how many of the surrounding digits are from the set {2, 6}. Not all such circles are necessarily given.
Fog of War: The grid is partially covered in fog. Correctly placing digits will clear the fog around that cell. No guessing is required.

@Gilliatt I had the same issue of both paths seemingly being fine, as there's nothing visibly wrong with what you've got. But there is something under the fog that makes it impossible. There's a digit outside that section you've filled in that is forced, and the fog revealed by that resolves your issue.
