Apologies to anyone who solved the older iteration of this. I finally found a much simpler and cleaner version!
RULES
Normal Somedoku rules apply.
Fill each cell with a digit from 1-9.
In each row N and column N there must be N distinct digits.
Each arrow must point to K distinct digits, where K is the digit in the arrow's cell.
