(Not an expert) My personal opinion is that, if there are no rules changing the value of the digits, then it doesn't matter, digits and values are always the same.

But if you have a rule like "values of (e.g.) shaded cells are negative / doubled / increased by X / ..." then it's important to distinguish between digits and values accordingly.

Those who know more, please correct me if I'm wrong.
