Target Practice (Arrows + Diagonal)

Arrows and diagonal constraints made a surprisingly restricted grid. This puzzle does not require any special knowledge. This puzzle may contain sudoku.
Normal sudoku rules apply. In addition:
- Arrows: Digits on an arrow sum to the digit in the arrow's circle
- Diagonals: Digits may not repeat on both main diagonals, indicated in blue
- Dots: The black dot separates digits where one digit is double the other. White dots separate digits which are consecutive. Not all dots are necessarily given
