Impostor Chaos

Zero has struck again, once again replacing one of the standard digits and throwing everything into chaos!
Continuation of my "murder mystery" series, this time using chaos construction.
- Murder Mystery: Instead of the digits 1-9, one digit (to be determined by the solver) doesn't appear and is instead replaced with 0.
- Chaos Construction: Regions are orthogonally connected sets of 9 cells, to be determined by the solver. Fill the grid such that every row, column, & region contains each available digit once.
- A digit in a cell containing an arrow indicates the number of region borders seen in that direction. If there is more than one arrow, the number of borders is the same in each direction, not the total for all directions. The outer edges of the grid do not count as borders.
- A digit in a circle indicates the total number of cells seen horizontally and vertically that are in the same region as the digit, including itself. Borders obstruct vision.
