This puzzle is a remake of the second round of the March Madness Speed Setting Competition held on the Sudoku Skunkworks discord server. I had to create a puzzle within 90 minutes using two main constraints; one of my choosing and one selected by my opponent. Since I was not happy with the submitted puzzle, I decided to have another go with the same constraints and the same time limit.
Normal sudoku rules apply.
The puzzle is available online via CTC-App
Solution code: Row 1

Hello, I did not notice the ambiguity for the counting circles rules. I will edit the rule to delete the "in the grid" part. Thank you :)

To elNubNub:
The circles outside the grid are also included, there are 30 in total.

I am confused. Box 6 means that there's at least 28 circles in the grid, but I count only 18. What am I missing ?

It was another day, in the city of circles. Circle City, where the people begged for a break-in until they starved... setter and solver were fated to cross paths that day. Destiny was calling. Destiny is a fickle mistress. She showers you with threes in the corners one day and bobbins you into the gutter the next. Yet today, she smiles.
