RULES:
Normal Sudoku: Fill the grid with the digits 1 to 9 appearing once each in every row, column, and 3x3 box.
XV pairs: Digits separated by an X must sum to 10. Digits separated by a V must sum to 5. All possible X's and V's are given.
Arrows: Digits on an arrow must sum to the value in the circle at the base of the arrow.
Dutch Whisper Lines: Adjacent digits on an orange line must have a difference of at least 4.
Region Sum Lines: Box borders divide blue lines into segments with equal sums.

I think it's sightly harder than 1* difficuly because of the negative constraint of XV

ooh, got in hoping it was a colorado type puzzle, but it fell appart before I got more than a few cells colored

I actually didn’t forget about the negative constraint but made a real clunker of a logical error that held me up for about 15 minutes. Very smooth solve after that.
