Connect some pairs of orthogonally adjacent dots to form a single non-intersecting loop.
Clues inside the loop represent the number of edges drawn surrounding the clue cell.
Clues outside the loop indicate the number of times the loop visits the set of edges and vertices adjacent to the clue cell.

Solution code: For each row, from top to bottom, give the length of the longest contiguous group of cells outside the loop. (The empty areas interrupt any such group)
