Zodiac (Cipher Japanese Sums Deconstruction)

This puzzle started off as a different idea before changing format completely. While I may use that other idea at a later date, I still thought this puzzle was interesting enough to put out there. This is my second effort at a Jay Dyer deconstruction (my first is
here) and my second use of cipher (the first is
here). Happy solving!
Deconstruction: Within the grid are nine non-overlapping 3x3 square regions which must be located. Each region contains the digits 1-9 once each such that no digit repeats in any row or column. Cells outside regions do not contain digits.
Japanese Sums: Clues outside the grid give the sum of connected digits in the respective row or column in the correct order. There must be at least one space between stretches of digits. For any row or column, either all or no clues are given.
Cipher: Clues are ciphered where each unique letter stands for a different digit from 0-9. The ? denotes a positive digit (cannot be zero) but may not necessarily be the same digit in each clue.

Solution code: The digits in column 5 (top to bottom) followed by row 7 (left to right), skipping empty cells.
