Normal Sudoku rules apply.
Sum of the digits in the cages separated by white dots are consecutive. ( 15 and 14 sums of the two cages are fine)
Sum of the digits in the cages separated by black dots are in 1:2 ratio. ( 15 and 30 sums of the two cages are fine)
Inequality Symbols point toward lower of the two digits. eg (7>2)

Very good puzzle, although very difficult for me. It's so strange putting the numbers 5,7 and 9s next to black kropki dots.

After being stumped for a bit, one big face-palm moment hit me, and "arithmomania" definitely cracked it open. Good stuff.
