Three of the regions are liars: They are allowed to connect diagonally as well as orthogonally, and an arrow cell digit in a liar region indicates how many cells in the indicated directions combined do NOT belong to its region.

I think it'd be clearer to say "how many ... belong to *other* regions" than "... *not* belong to its region".
