Rules:
Normal Sudoku rules apply.
Sashigane: Divide the grid into regions of orthogonally connected cells so that every cell is in exactly one region. Each region must be an L shape with a width of one cell.
-- Digits cannot repeat within a region.
-- Arrows must lie at one end of an L and point toward the bend. The digit on an arrow must contain the number of cells along that leg of that region, including the bend and arrow cells.
-- Circles must lie at the bend of an L. Digits in a circle must contain the total number of cells in the region, including the circled cell.
Any Sashigane region that contains either a circle or arrow clue must act as a German Whispers line (i.e., adjacent digits within such a region must have a difference of at least 5). A Sashigane region without a circle or arrow clue has no such restriction.
Solution code: Row 7 with hyphens where there are Sashigane region borders (e.g., 123-4567-89)

What a treat. It was my first sashigane puzzle,but its flow was so smooth that it felt like 2-3 stars difficulty. Thank you very much, it was a great pleasure to solve.

I found this very hard and nearly gave up. But I suddenly had a light bulb moment that helped me keep going. Fantastic puzzle, and worth hanging in there.
