Dune: Great Houses of the Landsraad

The politics between the Great Houses of the Landsraad are complex. Count Fenring, the Emporor's friend and advisor, drew out a diagram outlining the intricacies of some specific relationships between various houses.

• The Landsraad is highly fragmented into disjoint groups. Digits must not repeat at corresponding box positions.
• The main diagonals outline the Great Houses that are sworn enemies. Digits do not repeat.
• Houses that are tied together by marriage, usually arranged by the Bene Gesserit, are shown with a white dot between them. Digits must be consecutive.
• Many houses have political leverage over another house, represented by a black dot. These cells must be in a 2:1 ratio.
• Great Houses with excessive economic power are shown in circled cells, which represent the total amount of goods supplied by the houses along the arrow.
• Cages around cells represent the number of total delegates that those Houses jointly send to the High Council meetings on Kaitan.
• And yes, normal sudoku rules apply

You are correct, the 20 cage is not needed - but it's kind of funny that you noticed this. There was an event in one of the "Prequel" novels, House Corrino I think it was, where multiple houses got a joint delegation of 20 people to send to a Landsraad meeting. This is what gave me the idea of using the killer cages as delegations, and yes ... I added the 20 cage specifically in a place where it was 'innocuous' - no help at all, but not giving anything else away :-)
