Divide the grid into ten regions of orthogonally connected cells.
Put the digits 0 to 9 in every row, column and region.
Numbers outside the grid are sandwich clues, they are the sum of all the digits between the cell with a 0 and the cell with a 9 in that row or column.
The digit of a cell with one or more arrows equals the total number of cells in its region it sees in the direction(s) of the arrow(s), not including itself. Region borders block sight.
The digit of a cell with a circle is equal to the number of surrounding cells (king's move) that are in the same region as that cell (not including itself).
Each region has one cell with a circle clue.
Solution code: row 5

Very deserved wenchang feature. Smooth solve, which is quite an achievement considering this is a Chaos Construction.

A beautiful puzzle! So smooth and very very enjoyable! Not easy at all but never despairingly hard. The puzzle worked in two parts and both were equally delightful. Thanks for sharing!

Honestly I feel like my max is like 9x9, missing clues very easily for me. The puzzle is great though.
