Earthquake in Sudokutown #6

It's been a while, but it is with heavy heart that I have to report that there has been another earthquake in Sudokutown.
Normal Sudoku and Earthquake Sudoku Rules apply.
All cages are both Richterscale read-outs (like 6.8 or 4.1, for instance) and killer cages, they follow Killer Sudoku rules. (Digits sum to the value in the cage and digits can not repeat). The Richterscale read-outs are read from left to right, or top to bottom. Read-outs can not be repeated in cages. (Important)
Furthermore, there are 4 rings around the epicentre where read-outs are done. Read-outs in rings closer to the epicentre must be higher in value than those in rings further away from the epicentre. The epicentre will have the highest value.
Most of the read-outs have unfortunately not been registered properly, even the order of magnitude usually found in the middle isn't disclosed. Either way, good luck, and stay safe out there, things are shaky.

Helps if you remember to read the rules! Stared at it at thr end for a long time before noticing killer cage sums. D'oh.....

I was a bit shaky at first, but that was not your fault. How this all came together suddenly was truly tectonic. It left me trembling.

Thank you fellow weasel! That was fantastic. It was a very smooth solve, apart from the point where I forgot that some of the cages are killer cages. Easy mistake to make when your mind is occupied worrying about aftershocks!
