Rules: Place nine non-overlapping 3 by 3 regions in the grid such that each region contains the digits 1 to 9 once each. Within the set of regions digits do not repeat in rows or columns. Numbers outside regions may repeat freely and do not affect the digits inside regions. Uncircled cells outside regions are empty.
Circles: A digit in a circle inside a region counts how many of that digit appear in circles inside regions. A number in a circle outside a region counts how many of that number appear in circles outside regions. No circles are unfilled.
Arrows: Digits on an arrow sum to the number in that arrow's circle. Not all arrow cells need to contain digits. An arrow's circle counts as a circle for the above rule.
Note: Where the rules refer to numbers, these are not necessarily limited to the digits 1 to 9.

Very challenging puzzle! It helped when I remembered that I circled cells outside regions must be empty / zero. Typically I prefer a classic grid but this was quite fun.

This is an astonishing construction. The puzzle itself has a beautiful flow and some seriously interesting and varied logic, and then when you take a step back and think about the challenge of actually setting something like this... Well, consider my mind blown! Loved it!
