Binairo rules apply. You cannot have 3 even digits adjacent in a row (or column) and you cannot have 3 odd digits adjacent in a row (or column). Each even/odd pattern must be different in the rows , and each even/odd pattern must be different in the columns.
The thermo has the smaller number in the bulb.
XV rules apply. Digits separated by an X add to 10, digits separated by a V add to 5. Not all X's or V's are given.
Solution code: Row 9 Column 9

Lovely puzzle. I agree with brimmy, though: the unique pattern constraint doesn't seem to be required.
Panthera : It's not required. that's just standard Binairo rules.

“You cannot have 3 even digits in a row (or column)” Insert “adjacent”?
Panthera: YES! They can't be adjacent!
