Easy Regions

Easy Regions
I think the region-building is the easy bit - the irregular is a bit tricky :)
Rules
- Chaos Construction: The digits 1 to 9 must appear once in every row, column, and region. Regions are a set of nine orthogonally connected cells, and must be determined by the solver.
- No region border may touch a white circle. Numbers in cells diagonally opposite each other across a white dot must differ by at least 5. A number within a circle (where given) is the sum of the cells it touches.
- Exactly 3 region borders (including the outer border) touch each blue circle.
- 4 region borders touch the red circle.

Do the numbered circles also count as white circles - i.e. do they also disallow borders? (seems like it judging from how this went when assuming so)
