Each digit shares divisibility with at least one orthogonally-adjacent digit.
To share divisibility means that the lesser divides the greater without remainder; for example, digits 2 and 8 share divisibility, but digits 2 and 9 do not.
Orthogonally-adjacent means a cell which shares the edge directly left, right, up or down.
The given grid has almost 13 million Sudoku solutions, but only one solution which satisfies the divisibility rule!
