Normal Sudoku rules apply
Killer Cages: Numbers within a cage sum to the small number in the upper left corner of that cage.
Kropki dots: Not all dots are given. White dots separate consecutive digits. Black dots separate digits that have a 1:2 ratio.
REM Constraint: There must be at least one "3" in the outer corners of the puzzle (r1c1, r1c9, r9c1, r9c9)

The key to the break-in is the interaction between the cages and the kropki dots. If you look at the possible digits for the 28 cage in box 1 for instance, it is either 4789 or 5689 .. only one will work with the black kropki dot.
Then looking at the 25 cage, since it can't have a 4 or 8 on its white dot, it limits its choices to 67 on the white dot. Those two discoveries then force the contents of the 28 cage in box 3.
That is kind of the theme for this puzzle. Let me know if that does it for you, or you'd like more hints.
I think this is really a 1.5 or 1.75 difficulty puzzle. It started off rated as 2 stars, then dropped to 1.

I found the Sudoku of the 123 digits the hardest! It's not my strong suit.
@ garycblack - Thanks for solving! Yes, this does require some alternate thinking, "outside the box" so to speak. I'm still surprised it has a 1 star difficulty.
