Skåne
The Dutch whisper outlines the most southern county of Sweden: Skåne. This is also where I was born and raised :)
Rules:
1. Normal Sudoku: Place the digits 1 to 9 in every row, column, and 3x3 box.
2. Dutch Whispers: Adjacent digits on an orange line must have a difference of at least 4.
3. Sandwich sums: Digits outside the grid give the sum of the digits between the 1 and the 9 in that column.
4. The digit on the grey circle is odd. (Also marks Malmö, which is the largest city in Skåne)
5. Digits separated by a white dot must be consecutive.
