This puzzle uses indexing similar to the way numbered room clues work. It also uses deep fog (or dense fog) meaning that placing a correct digit only reveals clues that are directly touching the cell. The solution check on SudokuPad requires all cells including the outside clues (except the corners) to be filled in.
This puzzle was inspired by Dense Fog and Small Hints in the Fog. Thanks to the CtC fan discord for testing and feedback.

To be honest, I didn't expect this to be so much fun. It didn't feel that interesting to me after reading the rules, but I was completely mesmerized after placing a few correct digits. Absolutely loved this indexing idea!
