Normal sudoku rules apply. Each square is colored with one of two colors, dividing the grid into orthogonally connected colored regions. The digit in a circled cell equals the sum of all other digits in its colored region.

Solution code: There is a colored region with exactly 9 cells. The solution code is the nine digits in this region read top to bottom, left to right.

Update difficulty
Clarifications:
- A colored region can only have one circled digit
- A colored region with a circle must have at least one other cell to make the sum (really, at least 2 others since the regions are orthogonally connected)

This was challenging! Very nice puzzle with intricate logic.
Definitely not a 2* though...

Cool construction, but it was pretty intense. I would put it around 3.5* not at 2*.
