Digits on an arrow sum to the number in the attached circle.
Consider each cell position to be numbered from 1 to 81 (left to right, top to bottom). Cells in positions divisible by 4 contain one set of digits. Cells in positions divisible by 5 contain another set of digits. (Note that the two sets overlap).
A digit placed in a set indicates exactly how many times that digit appears in that set.
