I see this was created in SudokuLab. Did you use the anti-kropki rule when creating it? Because this would also mean all possible white dots are shown (since you cannot tell SudokuLab to only pay attention to one type of dot for its anti-kropki rule).

I only use Sudokulab to draw the CTC puzzle. I do all my setting in Fpuzzles where you can set the negative black kropki dot constraint.
